Profile
Kate Oliver is the local government Victoria sector leader at Maddocks and a trusted adviser to Victorian councils on governance, administrative law and public sector decision-making. She has deep experience advising councils on the statutory frameworks, governance obligations and regulatory issues that shape local government.
Oliver is known for providing clear, strategic and practical advice that helps councils navigate complex matters with confidence, particularly where decisions are sensitive, high-profile or require a careful understanding of council powers and responsibilities. Her expertise spans councillor conduct, statutory interpretation, delegations and authorisations, local laws, electoral matters, road management, enforcement and investigations.
She regularly advises on the operation of the Local Government Act 1989, Local Government Act 2020, Road Management Act 2004 and the broad range of legislation affecting Victorian councils. Oliver also represents councils in proceedings before VCAT, the Victorian Supreme Court and other forums.
Through her long-standing work with councils across Victoria, she has developed a deep understanding of the sector and the practical realities of local government. She is valued for her technical expertise, sector knowledge and ability to deliver advice that is both legally sound and workable in practice.
